Edmonton —
One of Canada's most
notorious sex offenders
is proud and excited to be
leaving the prison system
after serving his entire 13-year sentence for
abusing boys in New Brunswick.
But Edmonton police say Karl Toft — now only
considered to be low to moderate risk to
reoffend
— won't be simply turned loose into the
community when his sentence expires Dec. 3.
"Karl Toft has actually more conditions on him
today and he will have for the next year than he
did in the last three-and-a-half years during
his statutory release," said Edmonton police
Detective Wil Tonowski, who has been meeting
with Mr. Toft on a weekly basis.
But Mr. Toft seems to be making every effort
not to re-offend, Det. Tonowski said.
Officers have secretly watched him when he's
in the community.
"He's done the appropriate things when faced
with high-risk situations," Det. Tonowski said.
"He's probably taken more sex offender
programming than any other offender that I'm
aware of in Canada's history.
We believe he's made great gains.
"Det. Tonowski acknowledges that Mr. Toft
retains an attraction to boys.
"I don't want to give the impression that
Karl Toft is not a risk to offend;
I don't want to give the impression that he's
cured."

Toft assaulted dozens of boys while he worked as a
guard at the Kingsclear Youth Training Centre in
New Brunswick.
He's been in an Edmonton halfway house since
October 2002, and attending treatment programs
for sex offenders.
