Stoned and fleeing, teen gets 4½ years for fatal crash

A Nova Scotia teenager who was 16, high on marijuana and
fleeing police when he crashed a stolen car and killed a
Halifax woman has received an adult sentence of 4½
years in prison. The sentence takes into account the 276
days he has already served at the Waterville youth
detention centre.
Archibald Billard, now 17, is also the subject of a public

inquiry into how he was released by a Windsor court two
days before the Oct. 14, 2004, crash. There was a warrant
for his arrest on 26 charges in Halifax at the time.
